AMENDMENT

Chapter 4.2, Safeguarding Children and Young People from Sexual Exploitation was updated in this October version of the manual.

In addition the Recording Principles (including the Use of Genograms) was amended to include guidance on the use of genograms.

Working with Uncooperative Families Procedure This chapter has been added to Part 1 of the manual.
Safeguarding Training Strategy Procedure This chapter has been added to Part 2 of the manual.
Initial Assessments Procedure This chapter has been amended in that Section 8, Practice Guidance on Initial Assessments - Ten Pitfalls and Lessons Learned from Research incorporates a summary of the document: ‘Ten Pitfalls and how to avoid them - what research tells us’ published in September 2010 by the NSPCC.
Fabricated or Induced Illness Procedure References to the Specialist Operations Centre, Covert Advice Team have replaced the National Centre for Policing Excellence which no longer exists
Female Genital Mutilation Procedure A link to the non-statutory government Multi-Agency Guidelines on Female Genital Mutilation (issued in February 2011) has been added.
Child Abuse and Technology Procedure This chapter has been significantly amended and a link to the ‘ACPO Lead Position on Young People who Post Self-Taken Indecent Images’ has been added.
Safeguarding Children and Young People who may have been Trafficked Procedure This chapter has been updated to include an updated link to the Solihull Safeguarding Trafficked Children Toolkit (originally developed by the London Safeguarding Children Board).
Supporting Children and Young People Vulnerable to Violent Extremism Procedure This chapter has been added.
Child Sex Offender Disclosure Scheme This chapter has been added to Part 7 of the manual.
Serious Case Review Procedure This chapter has been updated to include links to the Department for Education contact details for notifications about Serious Case Reviews.
Child Death Process - Flowchart This flowchart has been added to Part 9 of the manual.
Local Contacts This appendix has been updated.

1. Display and Browser Options

2. Structure of the Manual

This manual contains the policies, procedures and guidance for Solihull Local Safeguarding Children Board. 

In this manual, all Solihull Local Safeguarding Children Board Policies, Values and Principles are located in one Chapter, called 'Values', which users are required to familiarise themselves with before proceeding to the main body of the Manual. Access to the 'Values' chapter is available from the left hand side of the screen.

Procedures and Guidance: Procedures' summarise how Managers and Staff must act in given circumstances. 'Guidance' provides direction or advice to a decision or course of action.


3. Amendments

The manual will be regularly updated - with planned updates twice per year. The next update of this manual will be published in December 2011 and a planning meeting has been arranged for September 2011 to agree what should be included.

The changes included in this update are set out in a table at the top of this chapter. Where chapters have been added or updated, this is also indicated on the Contents List and at the top of the relevant chapter.


4. How to Find a Chapter

Procedures and guidance are located in individual 'Chapters' which are available from a 'traditional' Contents List - on the left hand side of the screen.

4.1 Using the Contents List

PARTS: The manual contains procedures categorised under a number of Parts, like 'Managing Individual Cases - Procedures',

CHAPTERS: Within each Part, you'll find individual Chapters/Procedures e.g. Initial Assessments'.

4.2 You can search for a Chapter

If you aren't sure which service or section to look in, try 'Search' which will help you identify specific Chapters and sub headings within Chapters


5.Terminology

We believe it is crucial to use consistent terminology, which we agree with individual customers, for example:

'Child' or 'Young Person' both these terms are used to mean any child under the age of 18
'Parent' Includes any person with Parental Responsibility
'Regulatory Authority' Regulatory Authority is the generic term used in this manual to describe the independent regulatory body responsible for inspecting and regulating services e.g. Ofsted.
'Children's Social Work Services' This is the term used to describe the service within the local authority which carries out the local authority's children's social care  responsibilities under the Children Act 1989 and as described in Working Together to Safeguard Children (please amend this link so that it goes to the web-based version of the document).


6. Keywords

The manual is accessed by practitioners from varying agencies, who may find terms that they are not familiar with. Therefore, a large glossary (Keywords) of terms such as Significant Harm (Try it: click on the highlighted text). We call them 'Keywords'. Once clicked, the definitions will appear in a new window or tab, depending on your browser. You can leave it open for reference, or close it using the "close" button at the bottom.

Many Keywords are highlighted in the body of procedures, but you can search for the Keyword you need: Go to the Keywords Index, on the left hand side of the screen.

7.1 Regulatory Compliance

Every effort has been taken to ensure regulatory compliance. If you discover any errors or mistakes, please alert your manager or contact us.

7.2 W3C Compliance

This manual meets the double A Standards of the World Wide Web Consortium (W3C), for example, it can be accessed by people with high levels of visual impairment. To find out more, click on 'Display Options' on the left hand side of the screen.
